State Issue 1: Ohio Third Frontier Renewal
The Greater Cleveland Partnership and its small business partner, COSE, are asking member companies and their employees to help rally support and vote for State Issue 1, Jobs for Ohioans, the ballot issue that would renew bonding authority for the Ohio Third Frontier (OTF) technology development program.
Early voting has begun, with the primary election on May 4. We need your help to pass State Issue 1, which would raise $700 million over four years beginning in 2012.
This is an important issue for the economy of Northeast Ohio and the entire state. The OTF has:
- Laid the foundation for the creation and growth of technology-based jobs and businesses
- Increased early-stage capital investments
- Improved the environment for technology entrepreneurs
- Increased collaboration in research and development.

A success story
After graduating from Case Western Reserve University with no clear job prospects in the post 9/11 economy in 2002, Ryan Wayne decided to pursue graduate school. What is Ohio Third Frontier?

Ohio Third Frontier is a visionary public-private partnership that fosters innovation, generates economic activity, creates companies and jobs in high-tech industries, and supports expansion of existing companies.
- Created in 2002, OTF is designed to establish Ohio as a global innovation leader and fuel economic growth and job creation in our state.
- OTF provides state investment in promising industries, technologies and entrepreneurs. Funds are awarded through a competitive process.
What is State Issue 1?
- State Issue 1 is a statewide ballot measure to authorize renewal and continuation of the highly successful Ohio Third Frontier (OTF) economic development and jobs program.
- Bond funding for OTF, approved by voters in 2005, will expire in 2012. Approval is needed to extend funding through 2016 for $700 million over four years.
- This will pave the way for even more job creation and economic development in Ohio in the years to come.

Early voting is under way, and Ohio law allows any voter to vote by absentee ballot. We need your help to:
- Identify supporters
- Get them registered
- Encourage them to vote early.
