After the colors were posted, Governor Ted Strickland gave his last State of the State address before he begins his campaign to seek reelection. In front of state agency directors, legislative leaders, members of Ohio's Supreme Court, and other distinguished guests, the Governor began his speech by touting the accomplishments of his administration over the last three years. "Our renewal lies before us, not behind us", said Strickland as he presented his ideas for moving Ohio forward.
In addition to creating a $40 million Ohio Energy Gateway Fund, the Governor announced that he will work with the legislature to eliminate the state's tangible personal property tax on wind and solar facilities in order to help them create jobs and produce energy by 2012.
Additionally, a Small Business Clearinghouse will be created and managed by the State Treasurer and Lt. Governor, to help small businesses access capital.
Other programmatic proposals include:
- InSource Ohio: A program, which will be managed jointly by the Ohio Department of Development, Jobs and Family Services, and the Ohio Board of Regents, will seek to provide Ohio companies currently outsourcing (or thinking about outsourcing), with information and a demonstration of how Ohio can meet their workforce demands within a competitive business model (without having to outsource).
- Manufacturing Certificate: A credential for Ohio employees to take to future employers to demonstrate their experience and earn more job training credits.
- Build Your Own Business: This new program would be modeled after a program that began at Lorain County Community College. Build Your Own Business is a new program that will offer courses and training to Ohioans who want to start a new business and provide loans up to $5,000 to help do so.
- State to create new partnership with JumpStart to help minority-owned firms.
- Ohio Neighborhood Harvest: This program will map and help provide access to healthy and locally grown foods.
