The Greater Cleveland Partnership’s Election Watch team is formulating its pre-election game plan, starting with determining which races we’re going to follow and why:

State of Ohio races

We’ll be watching the five constitutional state offices: Governor, Secretary of State, Auditor, Attorney General and Treasurer. The first three are even more politically significant because these offices also occupy the majority of the seats on the state’s Apportionment Board that will decide the boundaries of Ohio’s state legislative districts for the next 10 years. Whichever party controls at least two of these offices will control the Apportionment Board. 

Also, the next General Assembly and governor, through statute, will redraw Ohio's Congressional districts. With Ohio expected to lose two seats in Congress due to slow growth in the state’s population, you can expect that the current lines will be moved dramatically.

A balance of power is clearly at stake in the Ohio House. With a four-seat majority, House Speaker and Cleveland area native Armond Budish is looking to defend the Democratic majority-and his speakership-while Rep. William Batchelder (R-Medina) hopes to capitalize on voter discontent to take the majority and speakership from the Democrats. To capture it, the Republicans will need four seats. There are 16-20 seats that are truly in play, and we will be tracking those races closely. They include:

  • House Districts 16, 17, and 18 here in Northeast Ohio.
  • House Districts 19, 20 and 22 in central Ohio.
  • Also key races in House Districts 28, 42, 62, 63, 68, 85, 89, 91, 92, and 93.

In the Ohio Senate, while President Bill Harris is expected to maintain his majority, there are a few competitive races to watch. For example, the 27th Senate District in Northeast Ohio features Republican candidate Frank LaRose facing off against Democrat Frank Comunale.

Federal races

Many political observers have predicted that the U.S. House will switch hands, which could make Ohio’s John Boehner the next Speaker of the House.

In Ohio there are some key Congressional races to watch including:

OH-01: Steve Driehaus (D) vs. Steve Chabot (R)
OH-13: Betty Sutton (D) vs. Tom Ganley (R)
OH-15: Mary Jo Kilroy (D) vs. Steve Stivers (R)
OH-16: John Boccieri (D) vs. Jim Renacci (R)
OH-18: Zack Space (D) vs. Bob Gibbs (R)

The race in District 6, Charlie Wilson (D) vs. Bill Johnson (R), and the District 12 race between Paula Brooks (D) vs. Pat Tiberi (R), will be sleepers.

In the U.S. Senate, while it appears the Republicans will have a tougher time taking possession of the majority, the balance of power is expected to equalize a bit. Here are the races to watch:

Ohio: Fisher (D) vs. Portman (R)
California: Boxer (D) vs. Fiorina (R)
Colorado: Bennet (D) vs. Buck (R)
Delaware: Coons (D) vs. O’Donnell (R)
Florida: Meek (D) vs. Rubio (R) vs. Christ (I)
Illinois: Giannoulias (D) vs. Kirk (R)
Kentucky: Conway (D) vs. Paul (R)
Missouri: Carnahan (D) vs. Blunt (R)
Nevada: Reid (D) vs. Angle (R)
New Hampshire: Hodes (D) vs. Ayotte (R)
Washington: Murray (D) vs. Rossi (R)
West Virginia: Manchin (D) vs. Raese (R)
Wisconsin: Feingold (D) vs. Johnson (R)
Pennsylvania: Sestak (D) vs. Toomey (R)
