Written Testimony by GCP President and CEO Joe Roman to the Cuyahoga County Government Reorganization Commission

Cleveland, Ohio - October 28, 2008 - In written testimony to the Cuyahoga County Government Reorganization Commission, Joe Roman, president and CEO of the Greater Cleveland Partnership, suggests that a "constitutional convention" would help "demonstrate the scale of the potential structural intervention that is required." He noted that the last time substantive changes occurred in Cuyahoga County government was in 1912.

His testimony proposes three overarching goals to be part of the consideration of change in county government:

  • Clear lines of demarcation between executive and legislative functions at the county level are long overdue.
  • Any reorganization of government should have clear objectives that specify what the new structure can help to improve.
  • Since any changes ultimately must be approved by the voters, the clarity of a proposed new structure is of paramount importance.
