Education reform: It's time to reclaim our schools

Issue 2 provides tools to return school-district management
to taxpayers and school boards
Cleveland, Ohio—Collectively, Ohio’s 613 school districts are projected to be $7.6 billion in debt by 2015 with 96 percent of all revenue collected spent on compensation package costs, according to research by The Buckeye Institute. The Greater Cleveland Partnership is encouraging a “yes” on Issue 2 to fix these deficits and return the management of school districts to taxpayers and their locally elected school boards.
The GCP also continues to urge voters to get the facts on to understand how its components can improve public education: and help school districts balance their budgets.
- Issue 2 asks teachers to accept some very reasonable reforms. This includes paying at least 15 percent of their health insurance premium (less than half of what private-sector workers pay on average) and make a small contribution (10 percent) to their publicly funded retirement plan.
- Issue 2 allows a teacher’s job performance to be considered when determining compensation, rather than awarding automatic pay increases based only on length of service.
- Issue 2 eliminates the outdated practice of seniority-based layoffs. Right now, when districts have no other choice but to reduce staff levels, the system forces them to layoff teachers simply because they lack seniority.
